NOTICE OF PUBLIC HEARING
AND AVAILABILITY FOR PUBLIC REVIEW
OF PROPOSED AMENDMENTS TO THE
WHITE PLAINS HOUSING AUTHORITY
SECTION 8 ADMINISTRATIVE PLAN
The White Plains Housing Authority (Authority) has jurisdiction over and administers the White Plains Section 8 Program pursuant to an administrative plan (Administrative Plan) establishing policies and procedures for the administration of a Section 8 Program approved by the U.S. Department of Housing and Urban Development (HUD).
In order to better serve Section 8 Program participants and others who have been issued vouchers but have been unable to obtain housing and to achieve greater efficiencies for the Program, the Authority is considering an amendment to its Administrative Plan to add two new sections to implement provisions of HUD regulations that provide greater flexibility to the Program. Such amendments, consistent with HUD regulations, would provide that:
First, the Authority, which already administers a tenant-based voucher program under an annual contributions contract (“ACC”) with HUD can take up to 20 percent of its voucher program budget authority and attach the funding to specific units [24 CFR 983.6] if doing so is consistent with the PHA’s Annual Plan, and the goal of de-concentrating poverty and expanding housing and economic opportunities [42 U.S.C. 1437f(o)(13)]; and further provide that
Second, the Authority, to comply with HUD regulations and to implement HUD’s fiscal year 2014 appropriations provisions, (Federal Register/Vol.79, No. 122), would amend its Administrative Plan to conform to the HUD requirement to inspect assisted dwelling units during the term of the Housing Assistance Payment contract by inspecting such units not less than biennially, instead of annually as is the Authority’s current practice. The Authority’s Section 8 Program will still be required to conduct an initial inspection prior to the Authority entering into a Housing Assistance Program contract, and to conduct interim inspections, if a family or government official notifies the Authority of a unit’s failure to comply with housing quality standards, in accordance with Section 8 Program.

A public hearing on the proposed amendments to the Administrative Plan will be held before the Board of Commissioners of the White Plains Housing Authority, 223 Dr. Martin Luther King Jr. Blvd, White Plains, NY 10601 at 7 PM on February 10, 2015.
